Nonprofit New York’s 2023 Policy Agenda
Nonprofit New York has released our 2023 Policy Platform, which centers on:
- Promoting Greater Access for Nonprofits to Advocate for Their Communities
- Strengthen Financial Sustainability
- Workforce
- Continously Streamline Reporting and Regulatory Compliance

Take Action to Support Nonprofit Advocacy!
Nonprofits have a constitutional and legal right to engage in lobbying, yet national data shows fewer than 3% of nonprofits exercise this right. Although nonprofit advocacy brings more voices into the policymaking process, New York’s lobbying regulations are costly and burdensome. The A Place at the Table campaign seeks to relieve the administrative burden on small nonprofits who lobby by raising the “threshold” required to register as a lobbyist from $5,000 to $10,000. Raising the threshold will not reduce transparency, because 99% of all lobbying expenditures would still be reported. Learn more about the A Place at a Table campaign on our website.
Take Action to Support an Independent State Ethics Commission!
An independent ethics commission would create safeguards against retaliatory oversight against nonprofits who take positions against the political majority, and apply more neutral enforcement of the state ethics laws and Lobbying Act. That is why Nonprofit New York supports S8005A/A9005A Part Z. Please join us in urging the state to support GovernorHochulʼs Joint Commission on Public Ethics replacement legislation and appropriate funds for an Independent Ethics Commission!
